Censorship System of China

Chinese’s censorship is famous for its strictness. Many departments under government or the Communist Party are responsible for the censorship. The main three are General Administration of Press and Publication (新闻出版总署), State Administration of Radio, Film, and Television (国家广播电影电视总局) and Central Propaganda Department of the Communist Party of China (中共中央宣传部).

The General Administration of Press and Publication (GAPP) is the administrative agency under Chinese government which is responsible for distribution of news, print and Internet publications. It also regulating the press and publication industry in China and has the legal authority to screen or ban any print or Internet publication in China. All the publishers need to apply a license from GAPP to gain official approval of publishing so that GAPP has the power to take the right of publish away.

The State Administration of Radio, Film, and Television (SARFT) is an executive branch under the State Council of the PRC. Its main job is supervising the television, radio and film industries. It controls the content of those media to make sure there is no violence, pornographic or sensitive issues in it.

The Central Propaganda Department (CPD) is the Communist Party’s department which has the similar responsibility to the government’s GAPP. However GAPP censor by withdrawing or not giving license to publishers when CPD monitor the news publishers to make sure they do not print anything against the Communist Party.

The Ministry for Information Industry, State Council Information Office, Ministry of Public Security, State Secrecy Bureau and China’s Judiciary are some other department relevant to the censorship system of China. Though people in China may not see something under the stringent censorship, I think the censorship in China is necessary because the censorship build up a stable society in a certain sense.

  1. You give us a clear explanation of the censorship in mainland China. However, in my opinion, it is not a good idea to establish the Great Fire Wall in the name of stability.

  2. i agree with you in some extent . because of the censorship , we are able to live in a compared healthy and less violent life. and i think it is a reflection of our culture. i prefer there is censorship system around us.

  4. You are very professional in this area! Before reading your blog, all I knew is that some departments are always busy "harmonrizing" all kinds of sensitive information. I think censorship is necessary but there are still many improvements we can do to make the system better.

  5. Good knowledge to acquire! I think the third one is the most powerful and mysterious, right? Although we feel bad about the internet control, but I believe the government fully understand what should do or not.All I have to do is obeying the regulations and make use of what I can get.

  7. This blog is very useful, it let me know more about Chinese censorship systerm and I think censorship is quite important now. Goverments should try their best to censor all the information that abuse by people. So that we can live a more comfortable life!

  8. An excellent account of the censorship apparatus of PRC. The CCP is being very honest to name its public relation department as the Central Propaganda Department. We all recognise that every society requires laws and regulations to function. The issue is how much restrictions to place on the people to "build a stable society". Who decides on the restrictions? Should we not rely on a well-informed citizenry to decide what is good for themselves? Should a country spend more on monitoring its people than on external defence? Can one justify the expenditure on "stability"? Why can't a country tolerate a certain amount of "chaos" without the government being toppled? Out of this "chaos" a more mature people may emerge and the country will enjoy lasting stability.

  9. Although I hold the opinion that censorship is necessary for the society, I worry a lot about the censorship in China. The censorship provides a safe social evironment, but restricts the intellectual development of the citizens. Actually I think, the censorship is a choose between the present and the future.I'm afraid that the heavy censorship does a long term harm to our courtry.
